When it comes to the future of the Western Balkans' European integration, few voices carry as much authority, experience, and regional credibility as Amer Kapetanović, the newly appointed Secretary General of the Regional Cooperation Council (RCC). His presence at the upcoming ESG Adria Summit, taking place from 9 to 11 April 2025 in Porto Montenegro, holds special symbolism and sends a strong message to the host country.

Kapetanović will deliver a keynote speech titled “Enhancing Regional Cooperation as the Key to a European Future” during the Summit’s official programme. He will also join senior officials in the “Meet the NextGen!” session, which brings together emerging leaders from across the region.

At a time when the European project in the Balkans is facing a new phase of challenges—strained by global tensions, internal political hurdles, and the growing need for green and digital transformation—Kapetanović’s speech is expected to serve as a call for concrete and strategic collaboration.

“Regional cooperation is no longer a matter of choice, but a condition for survival in the modern global order,” say the Summit’s organisers, adding that Kapetanović’s contribution will help redefine the meaning of shared progress within the ESG values framework—sustainability, social inclusion, and responsible governance.
A diplomat with more than two decades of experience, Amer Kapetanović has been part of some of the most significant moments in the region’s recent political history. His work at the Ministry of Foreign Affairs of Bosnia and Herzegovina—from serving as spokesperson to Assistant Minister and Deputy Ambassador to Germany—has shaped his unique approach to aligning foreign policy with economic diplomacy.

Since 2017, as Head of the RCC’s Political Department, he has led cooperation among 26 governments, coordinating projects that have reshaped the regional agenda, including the implementation of the South East Europe 2030 Strategy (SEE2030) and the EU’s IISG platform (Integrative Internal Security Governance).

Kapetanović is also a published author—writer and editor of several works on security, diplomacy, and international relations. His book "Chronicle of a Lost Century" drew attention in both academic and political circles for its reflections on missed opportunities and failed integrations. At a time when European ideals in the Balkans face serious tests—from rising populism and economic inequality to migration and climate challenges—the role of regional institutions is more crucial than ever. Under new leadership, the Regional Cooperation Council has an opportunity to reshape the pace and direction of these vital processes.
